I am based in the UK but go to Australia several times a year. Last trip I took my recently acquired iPad. I could not access the local (Australian) app store so could not access any Australian specific apps, I wanted to get some of the local TV channels. Despite my location being turned on I always ended up back at the UK store and those OZ broadcasting apps do not appear there. I am sure that there is a simple work around. My next trip to OZ in a couple of weeks. Any help would be appreciated.
You are not allowed to use any iTunes Store from outside of its country. But for times when you are physically present in Australia and you only want the free apps, take a look here: Read the steps carefully as the order in which you follow them is critical. Note also that you will need to create a new Apple ID. You cannot use your existing ID.
And to create a new ID in Australia you will need a valid Australian mailing address. You will of course not be able to get anything other than the free apps without entering in some sort of payment method (credit card, prepaid iTunes card, gift certificate, etc.) issued in Australia. I have a valid billling address in the UK and I can and do use my UK based credit card for all manner of purchases when I am in Australia.

The content owners in each country prohibit cross-border sales and the only practical way to verify your residence is via where the payment method was issued. Thank you for that. I don't have a billing address in Australia nor do I have an Australian credit card. I don't need either to exist on my four or five trips a year to OZ!!! All I wanted to do was get the local broadcasting apps so I could watch tv on the iPad.

There are other-country-specific apps, as well as apps that are 'soft launching' in smaller markets - but what if you want to download those apps? You can change your country in the App Store, but going back and forth gets to be kind of a hassle, since you'll have to input new payment information each time. Or you can create a second Apple ID for a different country, and just sign in and out of the store.
